Clean Slate Act and Babylon Background Checks

The Clean Slate Act became effective November 16, 2024. Misdemeanor convictions become eligible for automatic sealing three years after sentence completion. Felony convictions take eight years. No new convictions or pending charges are allowed during the waiting period. Convictions for sex offenses under SORA and non-drug Class A felonies are never eligible. OCA has until about November 2027 to implement the system.

Until the automated system is operational, DCJS results will still show convictions that may eventually qualify for sealing. Law enforcement and courts keep full access. People not eligible for automatic sealing can petition under CPL 160.59. Certificates of Relief from Disabilities cover one felony or any number of misdemeanors. Certificates of Good Conduct cover two or more felonies. These do not seal records. They create a presumption of rehabilitation. No fee to file.
